Wrapper for vector addresses, with convenience methods for various offsets.
A vector is prefixed by 3 meta-data fields: the ref-count, the size, and the capacity, which are followed by a number of items indicated by its capacity, with the items its size being placeholders to accommodate future growth.
The semantic length of the vector is maintained at a separate address.
